2024 California MRL Updates – MHPHOA Online Version

Thursday, February 1, 2024 – For the 2024 California Mobilehome Residency Law (MRL), we have rebuilt the entire MRL and RVPOL using data from the California Legislative Information website. Proper legal formatting has been implemented using the format of (a)(1)(A)(i)(I)(ia) i.e., six (6) list levels.

  1. List Level 1: (a) – Lower Alpha
  2. List Level 2: (1) – Number
  3. List Level 3: (A) – Upper Alpha
  4. List Level 4: (i) – Lower Roman
  5. List Level 5: (I) – Upper Roman
  6. List Level 6: (ia) – Lower Roman Lower Alpha

2019-2023 MRL Data Inaccuracies

When we setup our first online MRL in 2019, we performed a 1 to 1 cut and paste from the Senate Select Committee PDF version and reformatted in HTML. We did not perform a verification process of the data in the committee’s PDF document as we assumed it was 100% correct. For the 2020, 2021, 2022, and 2023 years, we made updates to the online version based on the PDF published by the Senate Select Committee each year.

2024 MRL Rebuild in HTML

We discovered during the 2024 MRL rebuild in HTML, using data from the California Legislative Information website, that there are twenty-three (23) discrepancies in the Senate Select Committee published PDF version. We have documented those discrepancies below and have provided the MRL Amended References along with the CLI (California Legislative Information) Amended References.

2024 MRL (PDF) Used as Reference Only

The 2024 Mobilehome Residency Law provided by the Senate Select Committee should ONLY be used as a reference. Do NOT quote laws from this document. There have been twenty-three (23) updates made to Civil Codes over the years that are NOT reflected in the 2019-2024 MRLs provided by the Senate Select Committee.

Data Discrepancy Examples: Most of the “Other Selected Provisions of Law Relating to Mobilehomes” have been updated but those updates are not reflected in the MRL. The last dates shown in the published 2024 MRL for most of the §1102 and §1103 Civil Codes are 2000. Many of those have gone through significant changes since then and currently have 2019, 2020, and 2021 updates.

2024 California Mobilehome Residency Law Audit

Saturday, April 27, 2024 – The below nine (9) Civil Codes in the 2024 California Mobilehome Residency Law (PDF) provided by the Senate Select Committee have discrepancies. We’ve only performed a cursory audit and there may be other issues that we’ve not documented below.
