Fri, Apr 16, 2021 – Do you have empty lots in your mobile home park? Are those lots being maintained by park management? If you have empty lots in the park and they are not being maintained, that is a breach of Title 25 of the California Code of Regulations §1120 and is a Health and Safety issue.

Submit a letter to your park management today respectfully reminding them of Title 25 §1120 and request that they remediate the issues with those empty lots. Reference the Barclays Official California Code of Regulations below in your letter to park management. If no action is taken within thirty (30) days, submit an online complaint to HCD for a Title 25 §1120 violation. Choose the “Mobilehome or Special Occupancy Park” complaint type.

File a Request for Assistance for issues regarding health and safety within mobilehome parks and special occupancy (RV) parks. Examples: Accumulation of garbage/debris, substandard mobilehome, sewage spills, additions or alterations without proper permits.

25 CCR §1120

§1120. Rubbish and Accumulation of Waste Material.

  1. Occupants shall keep the lot area and the area under, around, or on their unit and accessory buildings or structures free from an accumulation of refuse, rubbish, paper, leaves, brush or other combustible material.
  2. Waste paper, hay, grass, straw, weeds, litter, or combustible flammable waste, refuse, or rubbish of any kind shall not be permitted, by the park owner or operator, to remain upon any roof or on any vacant lot, open space, or common area.
  3. The park area shall be kept clean and free from the accumulation of refuse, garbage, rubbish, excessive dust, or debris.
  4. The park operator shall ensure that a collection system is provided and maintained, with covered containers, for the safe disposal of rubbish.

Thu, Apr 15, 2021 – According to data obtained from the California Department of Housing and Community Development (HCD), there are 5,246 Active Mobile Home and RV Parks totaling 452,623 lots/spaces in the State of California. Of those 452,623 lots/spaces, 363,803 are mobile home spaces, 66,504 are RV lots with drains and 22,316 are RV lots without drains.

There are 706 Closed Mobile Home and RV Parks totaling 21,704 lots/spaces. Of those 21,704 lots/spaces, 11,912 are mobile home spaces, 6,929 are RV lots with drains and 2,863 are RV lots without drains.

As of Thu, Apr 15, 2021, the HCD has data for a total of 5,952 Mobile Home and RV Parks totaling 474,327 lots/spaces which includes Active and Closed listings. Of those 474,327 lots/spaces, 375,715 are mobile home spaces, 73,433 are RV lots with drains and 25,179 RV lots without drains.

HCD Note: HCD has enforcement of 81.4 percent of the parks and 75.5 percent of the lots in the State of California. The overall average park size is 86 lots; 80 for Mobile Home Parks, and 88 for RV Parks.

Tue, Apr 13, 2021 – Mobilehome residents are eligible for the Emergency Rental Assistance. Individuals who rent a mobilehome AND individuals who own their mobilehome are BOTH eligible for the emergency rental assistance.

Rental assistance can be accessed through programs administered at the State and Local Government levels.

The California COVID-19 Rent Relief Program provides Rental assistance for renters and landlords. Go to the Housingiskey.com application portal or call 1-833-430-2122 to apply as a renter or landlord.

    28. Under what circumstances may households living in manufactured housing (mobile homes) receive assistance? (updated on March 16, 2021)

    Rental payments for either the manufactured home and/or the parcel of land the manufactured home occupies are eligible for financial assistance under ERAP. Households renting manufactured housing and/or the parcel of land the manufactured home occupies may also receive assistance for utilities and other expenses related to housing, as detailed in FAQ 7, above.

    Renters would be able to receive up to 18 months of financial assistance, including future rent and utility payments (including pad rents in manufactured housing communities), and unpaid rent or utility bills that have accumulated.

    Are mobilehome renters and landlords eligible for rental assistance?

    Yes. The tenant household must only meet program eligibility requirements, which does not include a prohibition based on property type.

RE: Horizon Land Company

Mon, Apr 5, 2021 – Horizon Land Co., a Maryland based owner and operator of manufactured-housing communities, is financing a recent acquisition of new properties through the commercial mortgage backed securities market.

Horizon will be securitizing a new $488 million loan issued by JPMorgan Chase that funded Horizon’s acquisition of 93 manufactured-housing communities made up of more than 11,000 pad sites. The acquisition adds to Horizon’s existing portfolio of 75 communities made up of approximately 13,000 rentable sites, making Horizon one of the largest owners of manufactured home properties in the nation, according to Moody’s Investors Service and DBRS Morningstar.

The new properties are located in 13 states, with the largest concentrations in Champaign, Illinois; Dallas/Fort Worth, Texas; St. Louis, Missouri; Austin, Texas; and Omaha, Nebraska.

RE: Unified Homes – 202 West Lincoln Avenue, Suite O, Orange, California 92865

Fri, Apr 2, 2021 – Four victims who were locked in a Southern California office building before a gunman opened fire were identified Friday, shortly after the suspect was charged with multiple counts of murder.

The Orange Police Department identified the victims as Genevieve Raygoza, 28, Luis Tovar, 50, Leticia Solis Guzman, 58, and 9-year-old Matthew Farias, who officials said was found dead in the arms of a woman believed to be his mother. The woman, who hasn't been identified, was in the hospital in critical but stable condition as of Friday morning.

The names of those killed were released after the man accused of targeting and killing them was charged with an array of crimes, including four counts of murder and two counts of attempted murder.

Aminadab Gaxiola Gonzalez, 44, was set to be arraigned Friday afternoon from his hospital bed. He was shot during the attack, though authorities were unsure whether his wounds were self-inflicted or from police during a shootout.

Police said Gonzalez knew his victims through business and personal relationships. Authorities said he locked gated entryways into an office suite that houses Unified Homes, a mobile-home broker, in Orange, about 30 miles south of Los Angeles, before opening fire.

Thu, Apr 1, 2021 – A gunman who shot and killed three adults and a 9-year-old boy came armed with a semi-automatic handgun, pepper spray and handcuffs, police said, and he used bicycle cable locks to chain the gates of the Orange business complex.

Law enforcement officials made clear on Thursday that the mass shooting the prior evening that also left two people in critical condition was not a random attack, but stemmed from a personal and business relationship between the alleged shooter and the victims.

Police identified the suspected shooter as 44-year-old Aminadab Gaxiola Gonzalez, but did not officially release the names of the victims killed in what authorities described as a massacre.

However, a family member identified one of the victims as Luis Tovar, the 50-year-old owner of Unified Homes, a real estate sales office for mobile homes in the complex.

Thu, Apr 1, 2021 – On Thursday shock spread through some of Orange County’s mobile home parks as word spread that Unified Homes – a mobile homes sales office in Orange – was the scene of the mass shooting they heard about on the news the night before.

Police said a gunman opened fire at Unified Homes’ office building in Orange on Wednesday night, killing three adults and a 9-year-old boy and wounding a woman. Officials identified Aminadab Gaxiola Gonzalez, 44, as the suspected shooter.
