Thu, Feb 27, 2025 – Dozens of mobile home owners in Villa Seville mobile home park in Olivehurst received 60-day eviction notices Wednesday, according to the park owner’s attorney who prepared them.
Sacramento attorney Joseph W. Carroll said his client’s goal is to rescind all the notices and not evict any of the resident/homeowners so long as the residents correct violations identified by the state agency that regulates mobile home parks.
‘My client only served the 60 day notices because the (California Department of Housing and Community Development) advised the park owner that its permit to operate would be suspended if any resident/homeowner did not immediately correct the violations,’ Carroll said.
Carroll confirmed there were about 40 eviction notices issued, although at least one mobile home owner said she believes the number may be as high as 60.
In a statement to The Appeal-Democrat from Mitch Baker, Assistant Deputy Director of Housing and Community Development Codes and Standards, said the agency issued a notice of intent to suspend the park’s permit to operate on Jan. 21, 2025, and will conduct a follow up inspection at the park in April.
‘The only way that the park owner/operator can gain possession to correct the violations is by terminating the resident/homeowners’ tenancies in the park,’ Carroll said.

Thu, Feb 27, 2025 – A San Jose mobile home park with hundreds of spaces has failed to get city approval for a proposed rent increase.
Officials with the San Jose Rent Stabilization Program have denied the Golden Wheel Mobile Home Park owner's request to raise rents on low-income residents by $60 per month for at least 12 years. Under the city's mobile rent policy, property owners can raise rents up to 7% without city approval. With tenants at the mobile home park paying as low as $595 per month, the proposed rent increase would've been about 10% for the lowest income tenants, according to San Jose housing officials.
Nick Ubaldi, regional manager for Harmony Communities, which oversees the 221-space mobile home park, said they don't agree with the denial because they need to recoup the money invested in recent renovations made to the park.
In addition to overseeing Golden Wheel Mobile Home Park, Harmony Communities runs Western Trailer Park in San Jose, which has been accused of ongoing illegal rent hikes on its residents. A Harmony Communities spokesperson said the rent increase at the RV lots are not illegal because recreational vehicles are not mobile homes.

Thu, Jan 30, 2025 – The MHPHOA HTML and the GSMOL PDF versions of the 2025 California Mobilehome Residency Law have been updated to reflect all changes for the 2025 year.
Division 2, Part 2, Chap. 2.5 of the Civil Code. The Mobilehome Residency Law (MRL) is the “landlord-tenant law” for mobilehome parks, which, like landlord-tenant law and other Civil Code provisions, are enforced in a court of law. The Department of Housing and Community Development (HCD) does not have authority to enforce violations of the MRL.

Note: Mobilehome Residency Law Protection Program (MRLPP). Beginning July 1, 2021, any mobilehome or manufactured homeowner living in a mobilehome park under a rental agreement may submit a complaint for an alleged violation of the Mobilehome Residency Law. Any mobilehome or manufactured homeowner residing in a permitted mobilehome park is eligible to submit a complaint. Complaints must be submitted to HCD. HCD provides assistance to help resolve and coordinate resolution of the most severe alleged violations of the Mobilehome Residency Law. For the 2025 edition, There are five (5) Assembly Bills (AB) and two (2) Senate Bills (SB) relating to mobilehomes that have been signed into law by the Governor to become effective Wednesday, January 1, 2025.
Wed, Jan 29, 2025 – GSMOL In the past, the Senate Select Committee for Manufactured Homes has produced an MRL Handbook, which included the current Mobilehome Residency Law, other state laws applying to MH parks, the RV Park laws, the Frequently Asked Questions that have been submitted to their office, and a Community Resources directory by counties. This year, GSMOL has its own version of this Handbook, which features links to each reference, whether it be within the MRL or in another source. This has been produced for us by the Administrator of MHPHOA.com, a website with a lot of good resources. Unfortunately GSMOL cannot afford to make hard copies of this booklet as the Select Committee did, but we hope that this will be a useful online reference for our members and others.
