Sun, Mar 3, 2019 – Kort & Scott Financial Group (KSFG) purchased Sierra Mobile Home Park in Oct 2015 for $3.27MM. Over the past three (3) years, a multitude of issues and challenges have arisen with one being KSFG attempts at converting Sierra Mobile Home Park into an All Ages park.

Due to these ongoing attempts and mobile home owners voicing their concerns, the Santa Clarita City Council implemented a moratorium on the conversion of mobile home parks from 55+ to All Ages on Tue, Jan 26, 2016.

Coincidentally, Kort & Scott Financial Group dba Sierra Corporate Management and dba Sierra MHP Associates LP, delivered a new set of Rules and Regulations to the residents on Tue, Jan 26, 2016, which were dated Jan 26, 2016, stating that Sierra Mobile Home Park is an all age facility with no minimum age requirements for residency.

The initial moratorium was extended on Tue, Jan 24, 2017 and morphed into a coded ordinance on Fri, Jan 26, 2018 titled 17.38.085 SMHP – Senior Mobilehome Park Overlay Zone which protects these three (3) senior (55+) mobile home parks in Santa Clarita, California.

On Mon, Dec 3, 2018, a 2013 Champion manufactured home was listed for sale in Sierra Mobile Home Park (Space 35) for $58,000 with Space Rent at $980 per month and listed All Ages under the Age Restrictions label.

On Mon, Jun 11, 2018, a 1981 Champion manufactured home was listed for sale in Sierra Mobile Home Park (Space 55) for $35,000 with Space Rent at $1,100 per month and listed All Ages under the Age Restrictions label.

The signage, advertising, park rules and regulations, and leases for spaces in senior mobilehome parks shall state the park is a senior park.

Sun, Jan 1, 2017 – Example of a Senior Park (55+) owned by a Kort & Scott company and converted to an All-Ages Community within three (3) years.

Kort & Scott purchased Rancho Huntington Mobile Home Park, a 55+ community, in late 2012 for $25.4MM. Shortly after purchase, residents were informed that the park would be changing from 55+ to an all ages community. Residents formed a group and took their concerns to the Huntington Beach City Council.

On Mon, Mar 17, 2014, the City of Huntington Beach passed Ordinance No. 4019 which provided a “SR Senior Residential Overlay” to protect the seniors from predatory park owners like Kort & Scott who were/are attempting to convert the 55+ parks to all age communities.

Based on publicly available information, it appears that Rancho Huntington Mobile Home Park is no longer a 55+ community. Since the ordinance was passed, Kort & Scott have slowly converted the park to all ages in what appears to be a direct violation of the ordinance. Kort & Scott Financial Group 16-year history of slowly removing rent control protections in the City of Santa Clarita, California through the use of 15, 20 and 25-year long-term leases.

In Sep 2002, Kort & Scott Financial Group (DBAs: Granada Villa GP Corp, Granada Villa LP) purchased the Granada Villa Mobile Home Park located at 18540 Soledad Canyon Road, Santa Clarita, California 91351.

It is a family park and has 179 spaces – only 11 remain under the city’s rent control ordinance as of 2017. It is managed by Sierra Corporate Management, a KSFG company. Current Space Rents (2019) are around $1,350 per month. It is feared that this will be the same fate for the homeowners in Sierra Mobile Home Park.

Kort & Scott Financial Group purchased Sierra Mobile Home Park in Oct 2015. At the time of purchase, Space Rents were advertised around $550 per month. Recent (2019) mobile home for sale listings show that Space Rents have risen to as high as $1,100 per month for new buyers.

The MHPHOA have been recording these Space Rent Increases year over year.

Note: Mobile home owners who are long time residents who have NOT signed long-term leases are currently protected by the Santa Clarita Manufactured Home Park Rent Adjustment Procedures. Space Rents for long time residents are significantly lower at an average of $550 to $650 per month as of Jan 2019.

In Mar 2018, the secondary laundry facility was removed to make room for 2 mobile homes. After removal, apparently a change in Title 25 requirements interfered with the planned additions. That large space has been vacant since removal. Elderly residents who live toward the rear of the property have been inconvenienced by having to use the primary laundry facility at the front of the mobile home park.

  1. Laundry Facilities
    1. Because in-home washing and drying is increasingly used in the Community, Owner may periodically assess the economic viability and practicality of maintaining the laundry rooms, and should conditions warrant, Owner may close one or more laundry rooms permanently and reuse the land for higher and better purposes, and reduce, replace or eliminate excess machinery and buildings.

R&R Note: According to the Sierra MHP Associates LP Rules and Regulations Section 17. (A.) (1.), Campers, Buses and/or RVs are NOT permitted vehicles on the homesite.

  1. Parking.
    1. Only “permitted vehicles," up to a total of two (2), may be parked on Resident’s homesite, and all of Resident’s vehicles defined as “other vehicles” or in excess of two (2) in number must be parked outside of the Community. The parking of more than two (2) vehicles requires special written permission of Community Management. Any vehicle parked in Resident’s driveway may not extend beyond the front of the Resident’s mobilehome.
      1. "Permitted vehicles” specifically include sports cars, coupes, sedans, vans, station wagons, pickup trucks under one (1) ton, or sport utility vehicles. Not included as permitted vehicles are “other vehicles” such as campers, buses, trucks and other commercial vehicles of every kind and description, boats, trailers (except the mobilehome occupied by Resident), "RVs," dune buggies, motor scooters, minibikes, mopeds and other two and three wheeled motorized or self-propelled transportation.

On Wed, Oct 31, 2018, the Department of Housing and Community Development (HCD) issued a violation to the homeowner of Space 45 directing them to remove the home from the lot within 30 days. The HCD posted an ORDER TO NOT OCCUPY on the front of the mobile home (see images at right or below).

On Fri, Dec 14, 2018, the home was still in place and the ORDER TO NOT OCCUPY was allegedly removed by the homeowner of Space 45 on or about Sat, Nov 3, 2018.

On Fri, Dec 28, 2018, the oversized mobile home was being prepped for removal and on Fri, Jan 4, 2019, the mobile home was removed. This mobile home had occupied this space since Sun, Dec 3, 2017 when the first half arrived. It has been vacant for 392 days (56 weeks or 1 year and 27 days).

The initial complaint was submitted to the HCD in Jan 2018. The owner of the home was directed to within 30 days remove the home from the lot which would have been in Feb 2018. The mobile home was not removed until Jan 2019.

Notice of Violation and Related Information

Conducted a Field Monitoring visit at the above listed mobilehome park. In January 2018 complaint MP-C-17-03214 was filed alleging an oversized MH unit was installed onto lot # 45. The owner of the unit has been notified by the Department that the home size is too large for the lot and the home must be removed. In accordance with the California Code of Regulations Title 25 section 1018, the home has been installed without the required permit and or approval by the Department. The owner of the home is directed to within 30 days remove the home from the lot.

Note: This mobile home has been sitting vacant since Sun, Dec 3, 2017 when the first half arrived. The second half arrived on or around Fri, Dec 22, 2017. It has been sitting in this space for a year with intermittent rehab activities. We are informed that it was tented for asbestos since its arrival. Note how part of the concrete retaining wall has been removed (Image 1) so that the double wide mobile home can be forced to fit onto the single wide lot.

R&R Note: According to the Sierra MHP Associates LP Rules and Regulations Section 8. (A.) and (B.), Community Management (Sierra Corporate Management) is responsible for the disposition of this mobile home in Space 45.

  1. Mobilehome Standards.
    1. Mobilehomes. To insure architectural compatibility, construction and installation standards, all incoming mobilehomes must be pre-approved by Community Management. Mobilehomes must comply with the California Code of Regulations, Title 25 and all other applicable laws, codes and standards and must have detachable hitches. The Community has only 30-50 Amp Electric Pedestals. It is Resident’s responsibility to check to determine that resident’s mobilehome is compatible with the Community’s utilities and pedestals for gas and electricity.
    2. Mobilehome Sizes. All mobilehomes in the Community shall conform in size to the requirements of the homesite on which they are placed as established by Community Management. Placement of mobilehomes shall be determined by Community Management.
